transparent dev use option

Would it be possible to make the plugin work in a transparent mode where it would attempt to install DEBs by default and eventually falling back to PIP if these are not found?

Please note that the “transparent” part is key here because it would enable testing distro specific compability without having to modify tested package codebase (no tox.ini modifications)
