[IWM Board] - Joystick circuit Missing capacitors for NE556 circuit

PDLx signals need 22 nF capacitors connected from PDLx to ground.

Bodged some 0805 capacitors on to existing protoboard, circuit works as expected with them. Leaving open until verified if fixed on Rev3--in case we re-use the circuit.
