NKEY Rollover should ignore [CONTROL] - Custom keyboard CONTROL [CAPS] can't be held

Using the apple Cillin II diags, keyboard mode, the "CONTROL" section doesn't work as expected. If holding CONTROL while typing the characters, Mega starts beeping.

I suspect NKEY rollover is confused by the (no longer a modifier) CONTROL key.
