FNAC-28 device

FNIRSI has another USB power monitoring device FNAC-28. It's listed at $35 but is often on sale for $12.
It seems to have the same USB vendor/product id combination as C1. It seems to use the same init sequence as FNB58; it may be a little slower in that I am getting sequences of the same value.
I rewrote the device finding code and will send a PR soon.
