Bug - Neighbourhood Graph Connection at Poles

**Describe the bug**
At the poles there is an issue with the neighbourhood graph, where technically the edge of the callbox is a point and all edges at -90/90 depending on the hemisphere should be connected with each other.

I will draw out the example and upload that shortly.
