chore(builder): remove enforcing priority fee check after reth 1.10.0

Currently there's a fix on fee ordering that's not released yet (paradigmxyz/reth#19940).

We have a work around for now to enforce fee ordering at execution level #468.

Once reth 1.10.0 is release, we should test disabling this work around and see if fee ordering works as normal

Reth 1.10.0 has been released. We may not need that PR to be merged and just work off it directly.

That PR has been closed, so im closing this issue as well. If we decide to backport anyway we can reopen this.
