uncommited tag different on remote?

My scenario is

• using latest kamal 2.
• using Github Actions (GHA) to deploy
• using . for build context
• in scenario 1 adding a .env file during the GHA execution
• in scenario 2 modifying a php file during GHA execution
• in GHA i do kamal build and kamal deploy --skip-push

Observations:

• in scenario 1 the tag generated on the container image is the commit hash
• in scenario 2 the tag generated includes the commit hash followed by _uncommitted_<some hash val>
• in scenario 2 the deploy fails because the <some hash val> is different on the remote. i.e. when it is trying to pull the image on the remote, the tag is different from what it pushed
• i confirm that if i don't modify the php file during GHA execution no suffix is added to the tag

Questions

1. is this expected behavior? why would i get the suffix in scenario 2 but not 1?
2. how do i make scenario 2 work with the current workflow i have?
