Riak KV - 3.0.8 Release

Target is to release before end of September 2021.

Following are scheduled for inclusion (subject to review etc):

• selective sync
• Make sure the connection closed on startup error riak-erlang-client#402
• pass NODETOOL_NODE_PREFIX to relx-generated script, spare some atoms #1079
• Fix copy/paste error in API comments
• Force read repair via aae_fold riak_kv#1793
• HTTP/PB API for hot backup

will spend today considering a fix for basho/riak_core#970. If something can't be done quickly will merge in and progress with 3.0.8 with this outstanding.

There is a fix now ready for this issue, with the intention to go through code review on Monday

This issue is significant for anyone using the none default setting in riak.conf of:

leveled_reload_recalc = enabled

There is a fix ready and will be included in Riak 3.0.8

The first round of tests have passed, and documentation (to riak_kv:docs/) has been added. Tagging should be complete today, and the second round of tests finished by COP 12th October
