What's up with the website?

I have a bunch of students that have been trying to get the distribution from https://docs.riak.com/riak/latest/downloads/.

I assume basho is defunct and that site has not been redirected correctly. Where should they go for a riak KV prebuilt download for Ubuntu?

You can also clone the github riak repo, and create your own package using make package (you will need erlang installed and some build tool prerequisites).
