repl bucket property does not work as intended with bucket types [JIRA: RIAK-2479]

Will provide more details once I've reconstructed the code path, but if realtime is globally enabled, there appears to be no way to disable it for individual KV bucket types.

Related: I suspect {repl, false} will not prevent fullsync (although it will block TS realtime).

Hacked up the replication2 test, and it looks like the only inconsistency is a bucket type with {repl, fullsync} being replicated under realtime.

Will poke further as the opportunity permits.
