Add a official homebrew package

Distrobutions like Fedora Silverblue recommend against layering applications. For a program as envycontrol it would be nice to have a homebrew package so the layering is not needed.

Based on inactivity and not responding to most recent PR's I will just close this as not planned and use a custom brew tap.
