What exactly does "local" mean as it's used in this project?

Initially I had assumed a "local" cuda toolkit would refer to nonhermetic cuda tools found on the host system. However, it seems like local is used even for cuda toolkit definitions which appear hermetic. Is this just an oversight? Or do I not understand "local".
