ERROR: runfiles.bash initializer cannot find bazel_tools/tools/bash/runfiles/runfiles.bash. An executable rule may have forgotten to expose it in the runfiles, or the binary may require RUNFILES_DIR to be set.

Same issue here. Happened after the upgrade from 2.2.6 to the current 2.2.7.

I'm having this same issue. here's a very small commit incl. a change where I try to see if I can get RUNFILES_DIR to pass into the Crane invocation somehow:
