I think this requires upgrading rules_proto. Started #2408 to fix

Upgrading rules_proto gets past that error, but another error occurs that looks to originate in stardoc. We're already using the latest version of stardoc, so I don't think we can do much more.

I filed bazelbuild/stardoc#261 in stardoc

I also tried running various other tests with Bazel 9 and ran into more errors. There are probably more issues with Bazel 9, but I didn't look close enough to figure out if its simply a matter of upgrading dependencies or if the dependencies themselves have issues.
