Kotlin 2.2 compiler release isn't yet supported

removed trove4j jar but it is still directly referenced by rules_kotlin and will fail on missing jar

Continuation of #1365 and #1367

One path it gets pulled in is kotlin toolchain -> jdeps merger -> trove4j

I took a quick stab here #1341 but haven't had the time yet to circle back and try to get the rest of it compiling again.

My first impression is if backwards compatibility is required it needs a rework of work with artifacts to make them compiler-version-dependent or at least manually parameterized.

To get only 2.2 working got following draft
