It's time to bump python

Since ~ 1 year we are waiting for the rules_pkg rules_python bump in case of bazel-contrib/rules_python#713

So we need to add rules_python to every single repository to override the rules_pkg rules_python v1.0.0: https://github.com/bazelbuild/rules_pkg/blob/main/MODULE.bazel#L10

Can we please bump rules_python 🙏
