Running Docker/publishLocal triggers the plugin

Long time happy user 👋 One of our engineers is fiddling with the build and noticed that when running Docker/publishLocal, it will trigger the plugin which tries to publish to our remote repository:

We can look at fixing this ourselves, just raising now in case you have an idea where the issue is.
