ETL the NRIS data into the ALCS table 'alcs.compliance_and_enforcement'

Acceptance Criteria
Mapping and transformation provided here in the ETL Excel File

• PK C&E File UUID
• alcs.compliance_and_enforcement.file_number
• alcs.compliance_and_enforcement.date_submitted
• alcs.compliance_and_enforcement.initial_submission_type
• alcs.compliance_and_enforcement.alleged_activity
• alcs.compliance_and_enforcement.intake_notes
• alcs.compliance_and_enforcement.date_opened
• alcs.compliance_and_enforcement.assignee_uuid

Obfuscation: None

First QA pass:

• intake_notes field is missing data for 55979
• assignee_uuid is empty but we determined that's because the obfuscation messes up the user table so no matches are found
• date_submitted has the incorrect date due to timezone issue when importing the .csv - moved to Fix timezone issue on csv import #2820
• overlooked obfuscating intake_notes -> will add to ETL submitter data #2518
