Move from bcgov-oss to bcgov-sonarcloud, as per bcgov/api-services-portal@9ffded4

This will require a request to https://github.com/bcgov/devops-requests/issues

Once repo shows on https://sonarcloud.io/project/branches_list?id=bcgov_api-services-portal, be sure to add other team members as admins for the project/repo.
