LCFS - Remove the Submit updates button from Charging Sites in Draft

Describe the task
Remove the Submit updates button from Charging Sites that are in Draft status for BCeID users. This button should only be available when a Charging Site is in Updated status.

Purpose
Ensures the UI reflects the correct workflow by only displaying actions that are valid for the current status, reducing user confusion and preventing invalid actions.

Acceptance Criteria

• The Submit updates button is not visible for Charging Sites in Draft status for BCeID users.
• The Submit updates button remains visible for Charging Sites in Updated status.
• No impact to other buttons or actions available on the Charging Site page.
• Existing functionality for submitting updates in Updated status remains unchanged.

Additional context

• This change applies only to BCeID users.
• Ensure consistency with similar status-based action controls across the application.
