Describe the task
Add a Serial # column to the kWh Excel download template. The column should be positioned immediately to the right of the Registration # (Reg#) column and be displayed as a locked, read-only field.

Purpose
Provides additional identifying information for each FSE record in the template, helping users verify they are entering kWh data for the correct equipment while preventing edits to system-controlled values.

Acceptance Criteria

• A Serial # column is added to the kWh Excel download template.
• The column appears directly to the right of the Reg# column.
• The Serial # field is populated with the correct value for each FSE.
• The column is locked/read-only and cannot be edited by users.
• Existing template functionality and formatting remain unaffected.

Additional context

• Ensure column header naming follows existing conventions (Serial #).
• Confirm Excel protection settings are applied correctly so the field is visible but not editable.
