AWS CloudWatch Alert Notification - Forest Client API #2063

Describe the task
FAM interfaces with few external services. One of the external service is Forest Client API and is the service that most commonly seen when it is down, users who login into FAM will get timeout on the dashboard and can't navigate to anywhere. This is the most common timeout FAM encounters in the past.
It would be a good idea when this timeout happens on Forest Client API, FAM's AWS Dashboard can send have alarm and can send notification to the team mailbox.
Acceptance Criteria
- Investigate how to use AWS Dashboard and setup alarm to filter Forest Client API timeout issue from log for specific status code/error message.
- Once above is known for how to configure the filter and alarm, setup Amazon Simple Notification Service (Amazon SNS) topic to send notification to team inbox.
- Create this filter/alarm/notification on AWS dev/test/prod.
- Document any useful setup steps on Confluence/or Wiki.
