Get criteria API for save criteria feature #2370

Describe the task
A set criteria API needs to be created for the save criteria feature. The API will retrieve criteria (i.e. filter values) that are stored in a JSON column in order to allow for flexibility to add and remove filters without making database changes as is the case today
Acceptance Criteria
- Returns search criteria (JSON) for the user
- Add api tests
