Integration of APIs for save criteria feature

Describe the task
This ticket is to integrate APIs (#2370 and #2369) with the FE components of the 'save criteria' feature.

Acceptance Criteria

• When a user opens the testing search screen, previously saved search criteria should appear on the screen.
• When a user adds or changes search criteria and clicks on the save criteria button, the new preferences are saved and the ones ones over written.
• When a user clears the search criteria and clicks on the save criteria button, all search parameters are blank
