When Searching w/ a Filter, UI should Indicate Hidden Results

The 'Teachers' page, by default applies a filter for validated. If a teacher is denied (etc) but you search for their email or other info they will be hidden. We should show some text like "X matching records not shown due to filters [Show All]" where the user can click the show all button.
