FEAT: messaging services

As a beamline scientist,
I want to select which messaging services and logbook BEC should use,
so that notifications and scan metadata are integrated with the tools used at my beamline.

Acceptance criteria

• Available messaging services (e.g. Signal, SciLog, Teams) can be selected
• A logbook can be chosen or changed per deployment (SciLog)
• Phone numbers can be added or the group selected (Signal)
• The sync to Teams can be enabled
• The UI indicates which services are currently active
• Invalid or unreachable services are flagged
