New branch "draft" for accepting PRs. "core-0.9.4-draft" branch to be decomissioned!

This is to inform everyone that the core-0.9.4-draft is being decomissioned. This has been done to optimize the release cycle of the specification as mentioned in #232

Going forward, all PRs will be made to the draft branch. The core-0.9.4-draft has been merged to the draft branch to track all PRs that have been merged into it earlier. The @beckn/core-working-group will review the PRs and cherry-pick specific commits that will go into the next release.

These commits will be merged into a release branch that will be numbered according to the commits that have been cherry-picked. The format will be release-x.y.z.

Eventually after due deliberation, the release-* branch will be merged to master.

The core-0.9.4-draft branch will be decomissioned from March 17th, 2022 after a final merge of all PRs made to it. After March 17th, 2022, PRs made to core-0.9.4-draft will NOT be accepted.

Closing this thread a removing all the other draft branches. Going forward draft will be the only branch for any feature requests at the spec level.
