Communication: cannot create lists with more than one list time

Describe the bug
In Communication, in the text input field, you should be able to create list with multiple list items. Usually this is done by using Alt+Enter . But Alt+enter acts like Enter and sends the message

To Reproduce
Steps to reproduce the behavior:

1. Go to Communication
2. Click on an existing conversation or start a new one
3. Scroll down to to the text entry field
4. enter some short text example "line one" . do not hit enter
5. select the text you wrote and hit the list button (Bullet or Number)
6. hit Alt+Enter to try to get a new list entry

Expected behavior
you get a new list entry

actual result
The message is sent
