tlk.io chat with Crisis Response Team members after sending out distress signal not working

After sending a distress notification to CRT members, responders are unable to chat with sender & sender is unable to chat with responders

Steps to Produce/Reproduce

1. First step. Send out distress notification/alert to CRT members
2. Second step. Verify that there are other members in the tlk.io chat room
3. Third step. Type a message to the other members and hit send
4. Fourth step. (from CRT member's phone) wait for message to show.
5. Fifth step. (from CRT member's phone) Type a message in the chatroom and hit send
6. Sixth step. (from original senders' phone) wait for message from CRT member to arrive

Expected Results

CRT responders and the individual in crisis should be able to chat via tlk.io-- i.e.: messages should be sent and received successfully

Actual Results

Messages in chat are not sent or received-- at all. Chat does not function at all.

Workarounds

Absolutely no idea.
