Settings for creating a new project

I would like to be able to select the Laravel version when creating a new project
It also specified which version of php this project should use and whenever I run that project in the browser, it will run with the selected php.

Also, I want to add php to the PATH, but I don't know exactly where the php installed by herd is located!

at the end:
When the project is being created and the laravel new project command is executed, the description should be exactly the same as the description in cmd, thank you.
