Adding mentioning of uniqueness requirement for each row in the sdrf table to Chapter 7 or Chapter 9 of the spec

According to discussions in #749 and #750 we have decided for minimum uniqueness to require source name + assay name + label or it will give validation errors. While source name + assay name non unique would only have warnings instead of errors.
