Empty Basque flagged words. (#375)

* Empty Basque flagged words.

The Basque flagged words should be empty, because a) there
is no porn site in Basque that we are aware of and b) all the current
words should be filter out if we apply the criteria used for English,
as they are either insults, or can be used in medical and sexual areas.
