Can't install behaviours remotely

Hey, I would like to install behaviours remotely. That is, by specifying a `<target>`. Currently, `install <behaviour> to <target>` does not exist, and trying to do so by way of `tell` also doesn't work, resulting in the confusing error `variables declared at the feature level must be element scoped.`
