ic-push-params: multiple GET parameters with same name cannot be pushed to URL

Expected Behavior

It would be expected when using ic-push-params with multiple checked input type checkbox, that multiple get paramaters with the same names are being pushed to the URL, for example when two countries are checked: &countries=russia&countries=ukraine

Current Behavior

Only one of multiple checked inputs shows up in the URL, in the above example: &countries=ukraine (but both values are in the request and can be evaluated on server side).

The problem is in getLocalUrl(). See pull request #319 which proposes a fix.
