TissueID error not being thrown, instead a plate/well error is thrown

If you don't provide a tissueID on the Tissue spreadsheet in the biocode team configuration, the validation system reports a plate/well error.  This may be true, but it should point to tissueID not being thrown.   Ensure that tissueID is thrown if it is not present.
