Investigate how to automaticaly populate prefix under admin user permission panel

Describe the bug
Prefixes are showing under https://biocomputeobject.org/api/admin/prefix/prefix/, but some of the newer prefixs don't show up under Users/User Permissions.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'https://biocomputeobject.org/api/admin/prefix/prefix/', check all the available perfixes
2. For example, for prefix "BMK", it shows up in Prefixs
3. The go to Users, select a random user, but in this case, I am using bco_api_user as an example.
4. Scroll down to User Permissions
   
5. See error that BMK is does not exist
   Expected behavior
   Should show prefix permission options such as "prefix | prefix | Can add BCOs with prefix BMK", and all other prefix-related permissions

This doesn't only happen to BMK prefix but some other new registered prefixes.

@tiwa1154 This is a feature not a bug. ;-)

The prefix you referenced is owned by daniallmasood so they are the only one who have permissions to modify the users. A workaround would be to change ownership of the prefix in the bco_api to the super user or another current user.

@HadleyKing In fact, I had changed "BMK" prefix owner to Maria Kim and the prefix is still not showing under "Available User Permissions" or "Chosen User Permissions". See screenshots below:

Besides this, I've tried to change the ownership of "TWTST" to bco_api_user, this is not helping "Available User Permissions" either.

Please let me know if I made it clear.

Talked to Hadley, this API endpoint is not set up. Need to add permission manually.
