Start screen blocks popup interactivity

The bottom right looks like the thing to click away first (similar to cookie popup on websites), but that didn't seem to do anything. That was confusing for a few seconds. And then I closed the start screen popup first.

A comment by @markotoplak: the welcome screen could be non-modal. I think this is uncommon -- I checked Affinity Designer, MS Office products, IntelliJ products, Adobe Illustrator ... and they are all modal. They don't show pop-ups at that time, though.

I don't consider this a big thing worth spending substantial effort.
