Create and publish documentation

• Add documentation to Python modules, classes, and methods
• Publish compiled documentation to GitHub pages
• Add link to BioSimulations documentation in docs/users/biosimulations-packages.md in BioSimulations repo

As discussed, I think this documentation can be very primitive since this package isn't intend to be used by others.
