Add a sanity check method option to dumped files in the postdump

After dumping a file there may be issues with the provided file from the original source such as incomplete data. Create a sanity check method that runs after the post dump where at a base level the user can specify the minimum number of lines that each dumped file should contain. For example there has been issues where the ftp file dump in the entrez source for mygene has incomplete data. There should be a sanity check fail at the dump stage before the uploader is run.
