Add template code around CS/JS files to make IntelliSense happy

Support extraction/merging with template code in method-config.xml so that we can code/compile locally with full IDE support. (The current .cs fragments give a lot of intellisense errors.)

Also, it's nice to have for js methods as well which VS currently thingss returns a value in the global context,

Just wrapping those in a function would do nicely, maybe something that includes Aras and other JS files to get some static checks on properties and functions called.
