a3c3f37 ci: Do not try to install for fuzz builds (Hennadii Stepanov)

Pull request description:

  This PR is a follow-up to bitcoin/bitcoin#31844 and extends the changes from fb0546b to all fuzz builds in the CI.

  Fixes bitcoin/bitcoin#32001.
