Pull request description:

  This PR adds coverage for this line https://github.com/bitcoin/bitcoin/blob/master/src/rpc/mempool.cpp#L996

  If you run the following you will get no results for `submitpackage`
  `grep -nri "TX decode failed" ./test/functional`
