warnet "could" overwrite commander in project scenarios directory

I was just thinking that if a user has already created a project, theyll have a copy of commander.py in it form whatever version of warnet they ran at the time. If we make improvements to commander.py (or anything else in that test_framewrok directory) it would be helpful to upgrade user projects as well
