Subject: [PATCH 1/2] Add OxaPay to merchant tools directory

OxaPay is a crypto payment gateway that supports Bitcoin and is actively used by online merchants and developers. Adding it under the merchant tools section gives businesses another option for accepting BTC payments while keeping the resources page up to date with relevant services.
