Fix cargo features

* `bdk_chain/std` should also enable `miniscript/std`
* `hashbrown/serde` should only be enabled when `bdk_chain/serde` is
  enabled
* use the version of `hashbrown` that `bitcoin` and `miniscript` is
  using
