Port win_taskbar_progress (#14137) to Qt6 #191
Description
win_taskbar_progress uses QtWinExtras, which is removed in Qt6. Someone should evaluate substitutes and integrate them in the Qt6-based depends system (cherry-pick it from Core for now)
