Support checking dependency versions

I want to add a dependency version check. My implementation will refer to the famous sbt-update or sbt- coursier

My initial design is like this:

Perhaps based on my implementation, or I can directly use the sbt plugin, depending on the workload of the implementation. If anyone is interested, we can discuss it. Or suggest other features you think are useful.
