Pages that haven't been created are not showing in a file's outlinks

Is the above behavior correct/expected?

In the example below you can see 2x links to files that have not yet been created (files whose name is a date), however in the output from $=dv.span(dv.current()) the outlinks are empty.

This was fixed in a recent reverted reversion; it should return (as expected) in 0.4.27.
