[Bug]: Zooming browser breaks config editor scroll bars

• I have tried reproducing the issue in incognito mode to rule out problems with any third party extensions or plugins I have installed.

Describe the problem you are having

In the Review and Explore views if you increase browser zoom (eg Safari cmd-+) the scroll area adjusts so it sits on the right side of the browser after resizing (Explore's vertical scroll bar, Review's scroll bar and the timeline scrubber).

However in the Configuration Editor, which I frequently have to zoom in because the default font size is too small imo, the scroll bar and the 'document map scrubber' get pushed off the window and you can no longer scroll other than using arrow keys or mouse wheel.

Steps to reproduce

1. In the Web UI click settings:configuration editor
2. See that there is a scroll bar
3. Zoom the browser text through any of the standard methods, cmd-+ / View:Zoom In etc
4. See that the scroll bar is pushed off the screen
