[Bug]: API Event Thumbnail returns .webp even when jpeg is requested

Describe the problem you are having

API docs say I can call /events/{event_id}/thumbnail.{extension} with .jpg and get a jpeg.

Calling this API returns me a thumbnail, and it claims in response headers to be image/jpeg, but it's actually a .webp image.
